Vladimir Vyacheslavovich Zagonek was born in 1946 in Leningrad (now St. Petersburg). He studied at the Repin Institute of Art from 1965 to 1971 in the studio of E.E. Moiseyenko. He began exhibiting his works in 1971. He became a member of the Artists' Union of the USSR in 1973.
