Vladimir Evgenovich Shpakovsky was born in 1950 in the village of Khomsk in the Brest region of the Belorussian Republic. He received his master’s degree in 1972 from the artistic-graphic department of the Kursk Government Teaching Institute where he simultaneously taught drawing. His works consist largely of subject paintings. From 1972 to 1980, he taught drawing and painting at the Buturlinov Artistic-Graphic College. He continued teaching from 1980 to 1994 at the Voronezh Art College.
He became a member of the Artists’ Union of Russia in 1990 and has been the chair of the painting department of the Voronezh Government Institute of Art since 1994. Teaching painting to upcoming generations is a consuming passion for him.
He has contributed to zonal, republican, All-Union and international exhibitions. His works can be found in the Kramskoi Art Museum in Voronezh, the Board of Art Exhibitions of the Russian Federation in Moscow, the Gallery of the State of Tennessee and the Gallery of Georgia in the United States, and many private collections in Russia, the United States and Germany.
